New Bill Poised to Make Big Gains 
With the new bill, California is opened “to makers of hemp-derived CBD products worldwide,” according to MJBizDaily. The biggest CBD producers have paid plenty of attention to the move and view it as positive. Some of these industry leaders have been fighting for legislators to pass the bill for the past two-plus years. One insider told Hemp Industry Daily, “This is going provide that regulatory certainty for retailers in the state so that they’re not worried about products being confiscated.” Experts expect the new law to bring between $4.9 billion and $5.7 billion into the state economy. 
Added Regulatory Protections 
Besides opening up the state, the new law puts more regulatory protections in place. Products with a low level of THC have faced little regulation over the years. In 2018, California enacted a ban on some hemp-derived CBD products that sometimes led to product seizures and raids. A CBD expert said, “What this bill really marks (is) a clear unambiguous pathway to market that gives retailers a very clear way to work with responsible CBD companies that are willing to follow the laws and have the right labeling.” 
More Work Expected 
Though the legislation makes plenty of gains, there are still those who feel like the law could go further. They believe that it’s not equal for all CBD products, including smokable hemp. One lobbyist group accused the bill of “picking winners and losers.” The group explained, “While this is a win for the hemp industry as a whole, farmers do lose in this legislation.” A few producers have threatened to sue over the new law. One activist said, “Finished legislation always falls short of where you want it to be, but we should take the time to celebrate this as a victory.”
