Industrial Hemp Pilot Program
The federal government legalized hemp at the national level in 2019, but different states have had different opinions. At the end of October 2020, Hawaii ended its industrial hemp pilot program. The decision led the state to instruct farmers to apply for U.S. Department of Agriculture licenses. According to Hemp Industry Daily, “Hawaii is one of six states that have decided to cede hemp-cultivation” to the USDA.
New Bans on CBD
By August 2021, Hawaiian legislators adopted new rules that would ban CBD gummies, drinks, and smokable hemp. Instead, the state will limit hemp products to tinctures, tablets, capsules, powders, and topical, according to Hemp Industry Daily. Additionally, according to Hawaii’s Department of Health, hemp products cannot contain more than 0.3% THC.
